Action is being taken in accordance with

paragraph 2 of your telegram No. 1492 and a Bill providing

for the 3% issue is being introduced into Legislative

Council on the 3rd December. When this becomes law the

issue of the first $50,000,000 will be proceeded with.

After further discussion with local interests it has

been decided to make the term of the issue 25/30 years.

A Bill providing for a premium bond issue on

the Palestine model has been drafted but it is not

proposed to proceed with it until the response to the

3% issue is seen.
